The banner is divided into three rectangles and a square. At the upper left is a square in bright yellow on which is printed the imperial double-headed eagle in black with three crowns joined by a red ribbon, the orb and scepter in yellow and the St. George in yellow on a red shield. To the right are two bands, one in white, the other in blue, filling the side of the square, and a band in red running the full width of the banner.
